Green Lane — Planning Application Returns#

A new planning application has been submitted for the Green Lane site.
This is the same site that was proposed for housing in 2023 under application WA/2023/00169, which was refused by Waverley Borough Council.

Key findings from the previous decision#
The planning officer concluded that the application should be refused for a number of reasons, including:
- The proposal conflicted with the adopted Local Plan, the Farnham Neighbourhood Plan and national planning policy.
- The site is located outside the Badshot Lea settlement boundary and was considered contrary to the Council’s spatial strategy.
- The development would result in the loss of open countryside and would harm the strategic gap between Badshot Lea, Weybourne and Aldershot.
- The application did not provide sufficient evidence to demonstrate that surface water could be managed without increasing flood risk.
- The ecological information submitted was insufficient to show that protected species would not be adversely affected.
- Surrey County Council, as Highway Authority, raised no objection on highway safety grounds, but this did not outweigh the wider planning policy concerns.
- Officers concluded there were no material planning considerations that justified departing from the adopted development plan.
- Significant weight was given to policies within the Farnham Neighbourhood Plan that seek to protect the countryside and settlement boundaries.
- The application was ultimately recommended for refusal on four principal grounds: conflict with planning policy, development outside the settlement boundary, inadequate drainage information and insufficient ecological evidence.
- Overall, the officer concluded that the identified environmental and policy harms outweighed the benefits of delivering new housing on the site.
